What does heritage mean?

Heritage comprises of natural, indigenous and cultural objects, records and places that have significance to the community. This can include buildings, gardens, trees, the remains of ships, archaeological sites, and more, and such items may be significant for aesthetic, historical, scientific or social reasons. 

Items of heritage significance to the local community are usually protected by a council through its Planning Scheme

Items of heritage significance to the whole state may also be protected through the Victorian Heritage Register. Casey currently has two items included on this list. 

Items of national heritage significance may also be listed on the Australian Heritage Database and those of the highest significance can also be included on the World Heritage List. Victoria is represented on this List with the Royal Exhibition Building and Carlton Gardens. 

What heritage do we have in Casey?

Casey currently has over 180 individual places and 4 larger precincts of places that are protected by heritage controls in the Casey Planning Scheme. Along with a vast array of historical houses and retail buildings, this also includes 5 avenues of honour, buildings from 8 current and former schools, 12 current and former church buildings, 5 halls and 3 war memorials. 

Some important heritage places in Casey include:
  • Edrington - the home of the City's namesake, Lord Richard Gardiner Casey.
  • The Old Cheese Factory - an illustration of Casey's dairying history of the 1870s.
  • Nerre Nerre Warren (Police Paddocks) - a site of local and state significance as being the headquarters of the Native Police Corps and the central station of the Westernport Aboriginal Protectorate.

What is a Heritage Strategy?

A Heritage Strategy guides Council's actions and decision-making on:

  • the research and understanding of heritage assets
  • the protection of the community's most valued heritage
  • the support and assistance provided to owners of heritage properties
  • the education of the community of its heritage and history
Casey's current Heritage Strategy was adopted in May, 2001.

Why do we need a Heritage Strategy?

The City of Casey is the most populous and one of the fastest growing municipalities in Victoria. Council faces the significant challenge of trying to protect and integrate the most valued parts of our heritage into a rapidly developing urban area.

The City of Casey has almost 200 individual places and precincts protected by the Heritage Overlay in the Casey Planning Scheme. These include houses, churches, shops, schools, halls and trees. 

A Heritage Strategy will assist Council with delivering upon its role to plan for its current and future community through the research and protection of heritage places, support and assistance for landowners and the education and promotion of heritage to the community.

What is Council's role in heritage?

Council is required to meet a number of obligations as set out in the Planning and Environment Act 1987, the Heritage Act 1995, the State Planning Policy Framework in the Casey Planning Scheme and the Aboriginal Heritage Act 2006

Specifically, Council must identify and protect heritage places of local significance across the City of Casey. It must also assist landowners with managing heritage places and encourage community engagement in local heritage.

What happens next?

After reviewing the feedback we received through 2016, Council officers have prepared a draft Heritage Strategy. This was endorsed by Council for public exhibition at its meeting on 20 June 2017.

Once we receive and review your comments on this draft strategy, Council officers will make any final adjustments to the document and it will be taken to Council for adoption later this year.

Yes! We think your input is important and vital to Council's goals in achieving a relevant and effective Heritage Strategy. As such, Council is committed to continuous engagement throughout the preparation of the strategy.

The engagement will include various ways for you to provide your feedback - in person, over the phone, by writing or online. You will be given information and details on how to remain updated on the Heritage Strategy throughout its development on this website.
