What is an Urban Design Framework?

Urban Design Frameworks (UDF) are strategic planning documents that shape open space, buildings, roads and landscape to create great places for people and life.

The UDF provides some high-level design, development principles and objectives, and design guidelines to identify projects that will improve the look and feel of Casey Complex and attract future in as well as a range of projects Council itself may undertake to help achieve the vision. 

What does this Urban Design Framework do?

The UDF provides some high-level design principles and objectives, and design guidelines to identify projects that will improve the look and feel of the centre and attract future investment as well as a range of projects Council itself may undertake to help achieve the vision.


What or where is the Casey Complex?

Casey Complex is located in 65 Berwick -Cranbourne Road, Cranbourne. It is bounded by Berwick -Cranbourne Road on the South, Broad Oak Drive to the East and New Holland Drive to the North. 

It is where you can find Council owned buildings like Cranbourne Library, Balla Balla Community Centre, Administration building with Not for profit organisation tenants, Casey Recreation and Aquatic Centre (RACE), Casey Safety Village (traffic School), The Factory, Shed, Casey Stadium, Bowland and Terry Vickerman building.

What happens to the existing Casey Complex Structure Plan 2011?

This UDF replaces Casey Complex Structure Plan providing more detail around design outcomes and clearer guidance to influence planning for a future Cranbourne East Station.

Wasn’t there already a structure plan for the Casey Complex? Why do we need a new one?

Plans are never “finished” or “complete”, especially long-term strategic plans. They need to adapt to changes which occur over time, so they must be flexible while also providing a consistent strategic direction. Strategic  or Council Documents are often reviewed and refreshed to ensure they’re relevant and respond to their local context appropriately. Every 5-10 years a larger review may occur to understand how an activity centre is functioning and what the likely demand for jobs, housing and other services may be.

Why change it with an Urban Design Framework?

The recently adopted Structure Plan for Cranbourne Town Centre includes Casey Complex. This combines two strategic documents and simplify the structure plan. However, removing unnecessary details required in the Structure Plan means that Casey Complex will need somehow a document that could articulate design outcomes for this precinct. An Urban Design Framework provides specific guidelines for various strategic sites identified within the study area. This document also outlines "non-statutory implementation" like capital works and improvements.
