Why are kindergarten services being reviewed?

With Casey being such a large and growing city and our population expected to exceed half a million residents by 2041, Council needs to ensure it maintains, improves and invests in its services in a strategic and innovative way and ensure their long-term viability. 

To help plan for this, Casey undertook service planning in 2018/19, which enabled the organisation to comprehensively understand the services it delivers and manages on behalf of the community.

Following a thorough analysis of all service plans, services which highlighted specific issues or considerations such as legislation and funding changes and changing service demands, were identified for review. 

The Kindergarten service was one of several services identified for review, particularly due to demand for kindergarten services significantly increasing year on year and the introduction of funded three-year-old kindergarten in Casey from 2022. Given this, Council needs to consider how we can best meet the needs of the community and the right role for Council to play delivering kindergarten into the future.

What is the purpose of the review?

This review will enable Council to identify ways it can improve the service, ensuring it continues to meet the needs and expectations of the community while ensuring it is sustainable.

Can you tell me about the introduction of funded three-year-old kindergarten in the future?

Earlier this year, the State Government made a commitment to provide two years of funded kindergarten. This would see the introduction of three-year-old kindergarten commencing in 2020 in some parts of Victoria, and from 2022 within the City of Casey. 

There are many ways that Council could be involved in three-year-old kindergarten; we could provide facilities for other organisations to operate out of, we could partner with other organisations to deliver the service, we could play more of an advocacy role or we could deliver the service. Council needs to consider what role we should play in the provision of three-year-old kindergarten.

What do you mean by a funded kindergarten service?

Funded or subsidised kindergarten means the government will help the kindergarten service with the cost of your child attending. This helps keep your fees low.
