2018-19 Local Traffic Management Consultations

Council can influence the speed environment through the construction of traffic calming devices such as roundabouts, flat top humps, speed cushions etc. The demand for traffic calming devices in residential streets across Casey exceeds the capacity for Council to fund the works immediately. Council therefore adopted an Local Traffic Management (LTM) program in 2001 to prioritise the installation of traffic calming devices. The program is reviewed on an annual basis and has undergone several refinements in assessment criteria over time.

The LTM Program assesses and prioritises roads on the need for traffic calming measures based on traffic speeds, traffic volumes and casualty accidents, as well as considering factors such as road geometry, and proximity to schools, shops and playgrounds.

A report was presented at the Council meeting on 7 August 2018 which recommended the progression of 5 street based schemes to the design and consultation phase of the Local Traffic Management Program for further investigation into the installation of traffic calming measures. Council is currently consulting on the following five streets:

  • Beaumont Road, Berwick
  • Edrington Park Drive, Berwick
  • Mossgiel Park Drive, Endeavour Hills
  • David Collins Drive, Endeavour Hills
  • Darling Way, Narre Warren

Council invited resident feedback on the proposed speed management schemes. The outcomes of the Community Consultation for each street scheme were detailed in a report to the 16 July 2019 Council Meeting which was endorsed with the following recommendation:

1. That the Local Traffic Management Schemes as detailed in this report be referred to the Capital Works program through the Local Traffic Management Program budget allocations for the following street-based schemes.

David Collins Drive, Endeavour Hills

Darling Way, Narre Warren

2. That the residents in proximity of the proposed treatments be advised of this decision.

3. That residents in the subject area of the proposed street Local traffic Management Scheme in Beaumont Road be advised that the proposed scheme has been deferred at this time and will be reassessed in next year's program.
